This PR focuses on creating the new create/update issue modal

Problem:

  1. Draft issue workflow is broken.
  2. Modal code is very messy and difficult to understand.

Solution:

  1. Created a wrapper around the issue form to handle draft issue.
  2. Refactored the modal code.
